Who is Obligated to Report via CIWS?

Any business, whether resident or non-resident, that holds a Croatian VAT ID number and whose total annual value of intra-EU trade exceeds the reporting thresholds must submit Intrastat declarations. This includes all goods physically transported to or from Croatia to other EU countries, regardless of the nature of the transaction (e.g., sales, returns, transfers of own goods, etc.).

Key Reporting Details:

1. Reporting Thresholds: Businesses are required to start reporting in the month their intra-EU trade value crosses a specific annual threshold.
2. Responsible Authorities: The Croatian Customs Administration (Carinska uprava) is responsible for collecting, controlling, and processing the data, which is then passed to the Croatian Bureau of Statistics for final analysis and dissemination.
3. Submission Method: All reports must be filed electronically through the CIWS web application. Businesses can either manually input data using the online form or upload an XML file generated from an Excel template or their own software.
